Norway’s Ministry of Transport is proposing the biggest overhaul in years to the state supported coastal route between Bergen and Kirkenes, currently operated by Hurtigruten and Havila. A consultation on new sailing times has just gone out following a comprehensive review of the route, aimed squarely at improving the service for coastal communities, local business and freight transport alike.
Hurtigruten Bergen Kirkenes ships could leave port early
The most eye catching change on the table is a proposal letting ships depart before their scheduled time once every passenger is on board and all cargo has been loaded. Right now, most travellers assume a ship simply won’t leave before the time printed on the timetable. That assumption may not hold much longer if the proposal goes through, since the Ministry is specifically asking for feedback on this particular change.
The reasoning behind it is straightforward: giving ships more flexibility earlier in a voyage should make it easier to absorb weather delays or other disruptions later on. The flip side is just as clear, though. Passengers who show up right at the posted departure time could risk being left at the dock if their ship has already sailed.
New timetables across almost the entire coast
Beyond that headline change, the Ministry is proposing a broad reshuffling of arrival and departure times. Of the 34 ports between Bergen and Kirkenes, nearly all would see some adjustment, ranging from just a few minutes at some stops to as much as three quarters of an hour at others. Bergen’s own departure time would shift from 20:30 to 20:00, while larger ports including Trondheim, Tromsø, Hammerfest and Honningsvåg would also get new times.

The driving logic behind most of these changes is strengthening the transport offering north of Bodø. Under the proposal, every cargo handling port north of Bodø would get at least 20 minutes of dock time, aimed at improving conditions for both local freight and passenger traffic in that stretch of coastline.

That focus traces back to a study from Oslo Economics, which concluded that transport demand is highest in Northern Norway, and that reliable, predictable timing matters more there than raw speed. It is a subtle but telling shift in priorities: rather than optimising for a faster overall crossing, the new schedule leans toward consistency.
A slightly slower fleet, for a slightly smaller footprint
Alongside the timing changes, the Ministry is also proposing a modest cut to average speed, roughly 0.2 knots across the fleet. According to the Ministry, that reduction could cut greenhouse gas emissions by two to three percent, while also giving operators a bit more room to manoeuvre when weather conditions turn difficult. The goal, in both cases, is a more stable schedule with fewer delays.
Separate summer and Hurtigruten winter timetable in the works
The proposal also introduces the idea of running entirely separate summer and winter timetables. In summer, several hours are currently used for commercial sailings via Geiranger, while in winter, ships often sit for extended periods at dock in Ålesund. A dedicated winter schedule would repurpose that idle time to build in more flexibility and better reliability when weather conditions are at their most challenging.
The Ministry acknowledges the trade-off here too: running two different timetables could make it harder for local residents to keep track of exactly when their ship is due.
The key changes at a glance
Hurtigruten and Havila could be allowed to leave port ahead of their scheduled departure time. Nearly every port between Bergen and Kirkenes would get new sailing times. Cargo ports north of Bodø would get at least 20 minutes of dock time. Average sailing speed would drop by 0.2 knots to cut emissions and improve reliability. Separate summer and winter timetables have also been proposed.
The proposal is now open for consultation before the Ministry of Transport makes a final decision on whether to adopt the new schedule.
